We analyze, plan, assembly, advise, represent, and manage as the needs of the project evolve, helping Boards move complex initiatives forward while maintaining sight of the bigger picture. 


HOA projects are different

A major association project is rarely just a construction project. It is also a financial project and an exercise in prioritization and justification to the owners. 


A contractor and engineer may understand the physical work and specifications. An HOA lender may be an expert in financing schemes and an attorney may understand all of the compliance measures needed for approval. 


But someone still has to bring all of those pieces together and that intersection is where 3.0 Project Services steps in. 


We help coordinate all components of the project and marshal the resources and decisions needed to create a successful project.

3.0 Project Services Scope of Work

  • Conduct due diligence in collaboration with service professionals to evaluate site conditions and project needs
  • Coordinate bid process, evaluate means/methods, provide recommendations of most effective solutions
  • Analyze association financials and develop funding plan for duration of project
  • Establish schedule, milestones, and timelines with awarded contractor

  • Facilitate approval of all project-related accounts payable and vendor invoice processing
  • Track project expenditures against approved budget
  • Project accounts receivable management including tracking homeowner payments 
  • Organize and execute approved funding plan (special assessment, loan, payment plans)
  • Administer loan and association payment requirements if utilized

  • Attend regular and special meetings to provide project-related presentations, updates, ballots, etc.
  • Maintain organized records of executed proposals, owner packets, funding plans, loan documents, and payment records
  • Prepare and deliver formal notices via email, mail, and postings as needed throughout the project
  • Fulfill condominium questionnaires, status letters, and disclosure requests as appropriate

  • Distribute regular project schedules, updates, closures, and access considerations for all owners and residents
  • Provide regular construction and financial updates to the Board and organize meetings as requested
  • Manage and coordinate vendor scheduling and logistics onsite
  • Conduct regular observations acting as owner's rep to oversee contracted scope of work
  • Evaluate and provide guidance on any proposed contractor change orders

  • Oversee and execute regulatory and client close-out requirements
  • Obtain certificates of substantial completion and O&M documents
  • Facilitate project finalization walkthrough with Board, contractors, and engineers/consultants
  • Distribute project completion notices to all owners and residents
  • Delivery project close-out package to Board including all contractor releases, summary of expenses, summary of accounts receivable, and outstanding loan obligations if needed

The Bigger Picture

The goal of 3.0 Project Services is not simply to create a desk plan or complete a construction project. A successful project should create value throughout the process and leave the association in a stronger position than where it started.  


We work with Boards to evaluate options, solve problems, and shape the best possible path forward. The process not only addresses necessary repairs, but also helps build confidence among owners by demonstrating thoughtful planning, clear decision-making, and strategic use of association funds.

About 3.0 Project Services

3.0 Project Services operates as a project consulting and implementation division of 3.0 Management, supporting Denver Metro Area and Colorado community associations in the planning, coordination, and management of large-scale capital projects. We do not act in the capacity of a licensed engineer, architect, contractor, or attorney. Our role is advisory and administrative in nature. All technical specifications, legal decisions, and construction execution shall remain the responsibility of appropriately licensed professionals, as described in the selected contractors separate construction agreements.
